New streetcred algorithm

I changed the existing streetcred algorithm to produce more consistent and accurate results. Current streetcred scores will be unaffected. This one takes into account your personal activity in addition to the popularity of the dare. You probably won't notice it now, to be honest, but like other things on this site it'll be more evident once we do a complete launch and there is more variation between hypes.

Along with the new streetcred algorithm and setup we'll be able to measure the amount of new streetcred earned/lost since your last login and do the 7-day top 10, etc.
